Yes. The community accounts are free, as such you will not to have to pay for them. There are subscriptions to these accounts, which will add convenience features to ones account, such as a full featured journal and message centre and more. However subscriptions are not necessary in order to interact with artists, all the basic functionality is available for unsubscribed accounts as well.
